Listening is not waiting for your turn to speak. It is being willing to hear information that challenges your assumptions. The people closest to the work often see risks, obstacles, and opportunities before senior leaders do.
Ask the question. Listen to the answer. Then create an environment where people feel safe telling you what you may not want to hear.
That is where better decisions begin.
